Statutory Compliance & Digital Twin Environmental Monitoring

Bhulbeda Iron Ore Mines, Kendujhar District, Odisha
M/s Mineral Trading Syndicate Pvt Ltd Kendujhar (Keonjhar), Odisha, India Compliance · Digital Twin · EMP FY 2023–24

AMW Mining & Allied Services was engaged by M/s Mineral Trading Syndicate Pvt Ltd to take over and modernize the statutory compliance and environmental management function at the Bhulbeda Iron Ore Mines in Kendujhar District, Odisha. The engagement delivered a complete compliance management system covering DGMS, IBM, SPCB and MoEFCC obligations, together with an AI-driven geospatial digital twin that monitors environmental parameters in real time and predicts pollutant dispersal across the mine and surrounding villages.

The Challenge

A compliance-heavy iron ore operation with no real-time environmental visibility

The Challenge

  • Multiple overlapping statutory returns — DGMS, IBM, SPCB consents and MoEFCC EC conditions
  • Manual record keeping with missed deadlines and risk of non-compliance notices
  • No real-time visibility of air quality, noise, water or blast vibration across the mine
  • Environmental monitoring limited to periodic manual sampling with delayed reporting
  • Growing regulator and community scrutiny of dust and vibration impacts

The Approach

  • Full statutory compliance audit and gap analysis against every applicable regulation
  • Automated statutory returns with calendar-driven filing and reminders
  • IoT sensor network for air, noise, vibration and weather — streamed to a digital twin
  • AI-driven pollutant dispersal modelling with predictive alerts
  • Regulator-ready automated reporting with a complete audit trail

Methodology

Compliance engineering combined with digital twin technology

1

Statutory Compliance Audit & Register

A comprehensive audit mapped every obligation of the mine: Mines Act 1952 and MMR 1961 (statutory returns, registers and safety provisions), MCDR 2017 (IBM — mining plan, progressive mine closure plan, annual returns), DGMS circulars (blast vibration, slope stability, safety management plans), MoEFCC Environmental Clearance conditions, and Air Act 1981 / Water Act 1974 consents from the Odisha State Pollution Control Board. A compliance register with owners, frequencies and evidence links was established.

2

Statutory Returns Automation

Form A (Mine Plan), Form D (Annual Return), Form G (Explosives), DGMS returns, IBM filings and EC compliance reports were digitized and automated. A calendar-driven filing engine with auto-reminders and pre-validated data capture eliminated missed deadlines and reduced preparation time from weeks to days.

3

Environmental Baseline & EMP Implementation

Baseline monitoring was established for ambient air quality (PM10, PM2.5, SO₂, NOₓ per NAAQS), noise (day/night Leq), water quality and blast vibration. The Environmental Management Plan was implemented with defined frequencies, responsibilities and mitigation measures — including haul-road sprinkling, drill dust extraction, green belt development and blast timing controls.

4

Digital Twin Environmental Monitoring Platform

An IoT sensor network (PM monitors, noise loggers, seismographs, weather stations) streams data into a geospatial digital twin of the mine. AI-driven dispersal modelling predicts the transport of dust and gaseous pollutants across the lease and surrounding villages under varying meteorological conditions, generating real-time dashboards and predictive alerts before limits are approached.

5

Regulator-Ready Reporting

Automated report generation produces regulator-ready submissions with a complete, tamper-evident audit trail. Management and regulators access the same live dashboard — turning compliance from a periodic paperwork exercise into continuous, verifiable assurance.

Results

Measured outcomes of the compliance and monitoring programme

100%On-time statutory filings
0Non-compliance notices
24×7Real-time environmental surveillance
≤ 100 µg/m³PM10 within NAAQS (24-h)

Every statutory return was filed on time with zero non-compliance notices. Ambient air quality remained within NAAQS limits, blast vibration stayed within DGMS Circular 7 of 1997 thresholds, and the digital twin now provides early warning of dust events — enabling proactive mitigation instead of reactive response. The same platform serves as the single source of truth for management, regulators and community engagement.
